I guess it takes away some of the fun of throwing them but it doesn't strike me as particularly odd. Either way, the skater is not really going to know who actually bought them. I think its more the gesture than anything else. Just fans showing their appreciation. The only reason I can think of for collecting them in that way is the one you mentioned, so they don't have to go through the trouble of collecting them on the ice later.
