It's just that most people aren't photographed by a hundred memebers of the media when doing it. Just so happens the cameras are on when Emily's outfit starts to ride up on her.

I still don't understand why she is pulling the skirt up while fixing her wedgie. If she didn't tug at the skirt, the photographer would not have been able to catch her in this embarrassing moment.
