He actually joins AFTER Dozla as a level 7 wyvern rider or something like that. Lulz. So on Eirika's route, Cormag will be non-existant when Dozla joins, and Tana will be something like level 9 or 10. Unpromoted, of course. On Ephraim's route they'd both be about the same level. Maybe with Cormag slightly lower/higher. My memory's a little sketchy. So, catching up quickly? Garcia, quite probably. Cormag and Tana? Highly unlikely they'll come close to him until the game ends.
