He means an item that negates critical attacks. Now that I think about it, I don't believe such an item exists in FE9. That aside, it's not even really so much of a problem with Stefan getting critted, so much as his really low luck is giving him significantly less evasion for regular attacks in the end. Of course, you'll probably want to recruit Stefan anyway (even if you don't use him) because he comes with the only S rank sword you can obtain in the storyline (to my knowledge).
