I don't know, recruiting Cath is pretty awkward, too. I spent forever trying to figure out who talks to her on the first mission you see her in, only to figure out later you have to talk to her several times over a series of missions to actually reruit her =P. And yeah, Fireman is correct. The problem with Archers and Snipers is that, for the most part, Warriors and Bow Cavalry are simply better at using a bow in all ways that count than a dedicated archer is. FE10 does a lot to rebalance this, though...
