If you have two irresponsible parents who, say, hate each other but refuse to get a divorce for whatever reason, that's not a good living environment regardless of the people in it. Which, you know, is the important part. You could very well be better off with just one of them. If you have loving and responsible parents, then you're likely to grow up with less psychological baggage at the very least... but responsible parents are becoming something of a rarity.
