This is because he was blessed by Ashera to gain immense longetivity, and had been living for at least 700+ years. Hmm I guess that someone living over 700 years makes them crazy and mean. ----- Anyways Sephiran manipulated Ashnard into awakening the goddess from the medallion. Ashnard, being the evil man that he is reluctently agrees on the issue, though he was not doing this for Sephiran but for his own purposes. Ashnard murdered his own father just to take the Daein throne. Sephiran sensed Ashnard's malice because he was a heron as well as herons can see into peoples minds. So Sephiran used Ashnard into awakening the goddess from the medallion even though Ashnard just wanted to rule the land with an ironfist. But other than trying to realease the goddess from the medallion the rest of the events of FE9 were done for Ashnard's own purposes. Sephiran saw the disregard for others,their hatred,brutality,jealousy,their imperfect decesions. So he wanted the world destroyed even though he's erased Ike's memory of when his father Grail murdered his wife because of the medallion turning Grail mad. Sephiran foresaw this and that he planned from right then and there to use the medallion right there to end mankind. Although he has also taken care of Sanaki like a daughter. But, probably he thought that right there that was not enough proof to lat mankind live. So still he plots himself into destroying the world. But what I don't understand is that why the Black Knight was calling Sephiran master and that he follows his every command like a dog with a tail betewwn it's legs. Maybe it's because that they are both branded. Zelgius was also branded too. He was also there in the vision of Ike and Mist's too. Even though Sephiran was pulling the stings behind everyones back he has done some good things too.
