Marcia's great, I like to use her. Of course, it also helps that I think she's hilarious, with her goofy insults. (Take that, boat monkeys!) She suffers from the usual peggie problems... she's got great speed and evasion, but her strength is a bit flaky, and if it doesn't grow enough, she may be unable to do enough damage.

Makalov suffers a bit from "me too" syndrome. By the time you get him, you already have Oscar, Kieran, and Astrid in your party. Oscar and Kieran will already have a level lead on Mak, and will be useful and strong units. Astrid has the advantage of being able to catch up very quickly to your other units if you decide to add her to the team, with her double exp. With all of these other options already being leveled/useful, I never really use Mak because I simply have enough good cavaliers on my team already. There's no space left for him, and no point in babying another unit to level yet another cavalier.

Tormod is another case of arriving late. You already have a great mage in Soren, who joins very early, is very useful over the course of the game, and has great stats. Illyana also joins earlier and is reasonably solid. You have two mages already being leveled and moving along, so it's difficult to fit an underleveled Tormod on your team.

Both Makalov and Tormod are decent units if you do level them, though.

Sothe is in competition for the worst unit in the game spot, largely because he doesn't promote, and therefore all his stats are capped at 20. It is worth noting, though, that Radiant Dawn has added a new consideration for his character. Sothe becomes an important character in Radiant Dawn, and you can improve him in that game by importing your PoR save file. All of Sothe's PoR stats which exceed the Radiant Dawn base stats replace them. So it may be worth getting Sothe to 20 so you can import his stats to Radiant Dawn.

Devdan is pretty low tier... his bases aren't so hot, given his high level. Nephenee turns out statistically superior to him in the long run, and she has a much better skill (wrath > serenity). I pretty much immediately bench him =).

Astrid starts out very flimsy, but because of Paragon, she can catch up very quickly if you do decide to use her. After a while, she will even gain a level lead and start kicking some ass.

About the Laguz... I usually don't like to use them, because they gain less exp than other units for a similar return.
