The DB chapters are part of the game (the hardest in fact, so I would be more inclined to give more weight to units who are helping me in the DB chapters), last I checked, and tier lists are about who's helping me beat the game, not who's the most h4x guy in part 4. Laura is weaker than these units and sucks ass in part 4. Sure. But that's not the point of a tier list. Laura is more USEFUL than all of them, barring Elincia and Micaiah. THAT'S the point of a tier list.
