He takes 1800 EXP to promote (assuming you get him to level 21 and have him automatically promote); Titania on the other hand takes 0. Just to catch up to Titania's base stats, it takes him ~1500 EXP, and even then he's still losing by 1 move, and missing axes, less opportunity for skills, and no access to Sol either. Titania, on the other hand, is comparable to Oscar with ~1500+ EXP right off the bat.
