You're right in saying that Atheists define our own morals, and that's exactly the point: most of us DO set ourselves moral boundaries. I'd say it's a relative minority who go around saying "No-one compels me to do good, therefore I'll do what I like".
My point was this: Breaking rules that you set yourself, upon yourself, and enforced by yourself, has no punishment other than if you decide to punish yourself. Personally I don't think feeling bad or guilty is punishment, but if you do, meh w/e.
