I think he makes up for low SPD with his very high STR, and Poleaxes. Plus Stun is pretty much a OHKO. I dunno how he normally caps his stats, but if he caps things like STR or DEF early, BEXP would certainly help out his SPD.
Jill is my late-game Wyvern, anyway.
BEXP can fix almost anyone and make them wtfh4x. The thing about stun though is Haar usually has pretty low skill (if I remember right the Stun % runs on that stat not speed).
