Looking at the whole thing, 19xx is a pretty undesirable chapter to go to.

1) Killing Kishuna alone will cost you ~5 turns and a ton of resets, I'd estimate. First you have to clear pretty much each of his friends, because the Snipers have rape Silver Bows and the Knights either fuck you up close with Silver Lance or throw a Javelin. It gives a bunch of EXP in the end, but it's pretty hard to do. Then you have Kishuna himself, who has to die in four hits unless you got some kind of rescue chain or a really strong ranged attack (very unlikely). Note that Kishuna gives shit for EXP.

2) In the meantime, you have Aion to deal with. He has immense evade on the throne when Kishuna is there. Killing him before you take on Kishuna takes ages, even Mani Katti Lyn has like ~70 hit iirc. If Kishuna goes away then his evade goes down the plunger, but now everyone is in danger of Bolting which should still have 5 charges.

3) Then, you have 19xx itself, where you have to do some amazing gimmicks to even get the Dragonshield and Eclipse in the eastern chests, because that 20 Speed Thief is going to nick them about right away. The chapter also allows few units, and you have to deal with a ballista, poison weapons, mages, archers and knights mostly, with some wyverns sneaking up on you. Getting the northern chest in a reasonable amount of time is hard too, because you only have one Thief and HHM has (iirc) exactly 0 droppable Door/Chest Keys unlike the other modes.

4) If that wasn't bad enough, the chapter is completely zero value. As Vincent outlined, that's great news for funds and EXP, but it rapes your tactics. Looking at the whole thing I'd say 19xx is going to take ~15 turns or so which is a pretty big hit.

5) You are still Silver Cardless, so you're kind of paying double for every weapon you bought so far. With that in mind as well as the fact that you won't be able to buy more weaponry with Silver Card until Ch20 (Killer) and Ch21 (Iron/Tomes), do I really want to stretch my quest for another chapter before that?

Is this whole thing worth 2 stat boosters a 8000G and the Eclipse tome for 4000G (for a total of 20000G), plus a handful of EXP?

Because I don't think so.

If you're doing fine on tactics then I see no real issues with it. Especially if you feel that you need to a boost to Exp.

I think the boost in EXP is really small. The only enemy that gives really good EXP in this chapter is the boss (18 Druid). I played Talons Alight a moment ago and I was pretty close to gaining 10-20 EXP per kill depending on which unit was killing. Then factor in that you might also be capping people earlier, that they gain less EXP in the following chapters and that the lack of reliable weaponry for everyone cuts down your overall efficiency even further...

Again, it's also hard to estimate how well you're doing on tactics. Your game will probably tell you you have 4-5 stars (since 17, 17x and 18 have quite flexible ratings, though in my recorded playthrough I'm at 16 and I'm 7 turns short), but you never know how you'll be doing later on.

I suppose 19xx is a motivation to crack up your people's levels in Lyn Mode via Lundgren, which means overall higher stats for some people, but lower EXP gain - again a double edged sword.

About the funds, do the chapter by chapter limits of the funds count towards the final? As in you have to meet the requirements of each chapter or something? Or just have the total amount?

Like everything else, just the total (and around 80% of it, for Funds).

If my calculations are right, you need 40700 EXP total (all requirements together, using Linus/Jerme versions and all gaidens). That's 407 level-ups right there. If you train a 10-man team from L1 to L40, you still don't make it.

Interesting things I noticed while counting:
- Light Prt 2 has an EXP requirement of 200, but the Dragon doesn't even give EXP. Apparently they felt like assuming you were going to kill the long-range magic people with Bolting or something.
- Battle Preparations has 0 EXP requirement and there's an arena. :)
- Genesis is godly for your ranking yet again: most chapters at this point need around 2000 EXP or at least 1000, Genesis requires 650.
- Port of Badon is very nice to you as well, only needs 700 and it obviously has so much more.
- If you thought Cog of Destiny had a big requirement (3650), check out Victory or Death (6150). No wonder they let you bring a million people.
