Something I read talked about the rules changing and them coming out with a new rule book to explain the new rules. I know this set was slated for release at the end of the GX block.

The Charismatic Enigma Posts: 2,368 Group: Global Moderator Member #277 Joined: October 20, 2005	Synchro Monsters Synchro Monsters are a new Type of Monster Card to be released in Starter Deck 2008. The color of their card frame is white. These cards are included in the Fusion Deck, now called the Extra Deck in the OCG due to Synchro Monsters not being Fusion Monsters. Synchro Monsters require Tuner Monsters to be Summoned. When the total Level of the Tuner monster and the other monsters on your field matches the Synchro Monster's Level, by sending them to the Graveyard, you can Summon the Synchro monster. Because Synchro Monsters belong in the Extra Deck, they return there whenever they would be returned to the hand or Main Deck.ref Synchro Summon [1. During your Main Phase, when the total Level of a Tuner Monster and 1 or more monster(s) you control is equal to the Level of a Synchro Monster you want to summon, you can declare that you are performing a Synchro Summon. Redundant monster(s) are irrelevant. 2. In order to match the Level of the Synchro Monster you summon, send 1 Tuner Monster and other monster(s) with an equal total Level to the Graveyard. Basically, it's only necessary to have 1 Tuner Monster. 3. After sending the monster from your side of the field to the Graveyard, you place the Synchro Monster monster from your Fusion Deck in face-up Attack or Defense Position on your field. http://yugioh.wikia.com/wiki/Synchro_Monsters

When i saw the checklist for them in Japanese, some of the cards actually seemed quite usable. Spirits especially seemed to get a nice boost.
