There are other ways to get less noise aside from turning your fans down. It is not just slightly over heating, that thing is getting to a temp that could actually be dangerous. I will put a couple of relatively inexpensive ways to reduce noise.

Fans get noisy because of the vibrations they make when attached to something. If you held one of your fans in your hand while it was spinning, it would be almost silent. They have products for $5 USD that reduce vibration from the fans.

Fan Anti-Vibration kit

You can also get noise reducing padding that goes pretty much anywhere on the inside of the case that you can get it. It has a sticky side to it to adhere to your case. It absorbs vibrations so that the sound is thus reduced. This stuff is a tad more expensive than the case fan mounts, but they come with 3 sheets which should be enough to cover your case pretty well.

Yeah, your power supply seems fine, 500 watts should be enough to power what you have. If you get a more advanced graphics card I would recommend getting a 750+ watt one, but for now, that is fine.

Pretty much if you want a quiet PC, you gotta spend a little more for it or just suffer with a louder one. You are not getting nearly enough air flow in that computer. If you don't want to buy a whole new system soon, I would really recommend you turn up the RPM on those fans.
