Here's my opinion:

I think that the Human guys..while producing The First fear, had the intention to "create" a real face Bobby (no mask)

then,
In the First PS game of Clock Tower the producers changed idea to make the
*Spoilers* "Dan is not what he looks like" *End Spoilers* Trick works :)

Personally i'm gonna vote Real Face also because the Human guys, heavily inspired by Phenomena, made Bobby without a mask, just like the child of that movie!
