What would be a better idea, if anyone thinks themselves capable of doing it, is preparing a whole pitch for Clock Tower 4 complete with script, storyboards, concept art and ideally some test footage or videomatic material showing what the game engine should be like, and actually selling the idea to capcom, making a few dollars in the process. The psychology is that if capcom is GIVEN money randomly they probably won't do anything. If they can be convince to COMMIT money to a project, it will be in their own interest to develop it.
