My vote goes to Konami. It's true that they might make it fit their own style, as nothing they've come up with seems like Clock Tower, but I'd have said the same about Capcom before they made the game; Resident Evil, like Silent Hill, is a totally different kind of horror from Clock Tower. That said, I think Konami would better have been able to catch the primal (yet psychological) sort of fear from Clock Tower. When I think of Scissorman (especially from Clock Tower USA) the kind of fear he inspires is (in my opinion) far more similar to the kind of fear inspired by Silent Hill 2's Pyramid Head (not at all whatsoever to be confused with his film version), who stalked you slowly and confidently, as opposed to the high energy frantic chase given by, say Nemesis, or the confident but somewhat Comic-Book (not in a funny way, in an action way) sort of demeanor of Mr X...in fact, Clock Tower 3's best baddies remind me rather of those characters, who were frightening to be sure, but not at all in a Scissorman way. Pyramid Head, however, I mortally feared happening upon in a tight hallway. The sort of fear I had for him was very very similar to that I had of Scissorman when I first played Clock Tower. He even had his own parallel sound to Scissorman's snapping scissors: Those of you who've played SH2 know exactly what I mean. For that reason, I think Konami might've even been far more likely to have brought the authentic Scissorman back. Slow stalking, but incredibly deadly, with a trademark sound effect that terrifies you despite the fact that you're moving much faster than he is. Konami, in my opinion, just has more experience in crafting that sort of villain than Capcom, who seem more likely to make the mistake of thinking a villain must be fast and/or ("or" being a key word) bulky in order to be scary and intimidating. Clock Tower is surprisingly psychological in the way it terrifies you, and Konami, if anything, knows their psychological horror, I think. Ahhh man... I can almost get shivers thinking about what kinda scary stuff Konami could've done with it. Disclaimer: I enjoyed CT3, and found it to be an interesting game indeed...but the first two levels were the only ones that felt even similar to the previous games, for me; after the first two levels, it nearly stopped feeling like Clock Tower altogether and felt more like some kind of Action Dark Fantasy...which was still fun, and I don't regret that the game exists at all. I just sometimes wish it had been a different title with the exact same story (though with some name changes being necessary if it had no official Clock Tower ties), while someone else had actually made Clock Tower 3 more the way I would have craved, with the flavor of the first two games.
