Personally, I think that Bates is the more stronger one. Mostly because he doesn't mind who he kills or whomever he pisses off, be it his host Alyssa or his enemy Allen or your random killer like Ghost Head or even a stranger like Shannon. Heck, we are even introduced to Bates killing Alyssa's classmates by stabbing them to death in the opening of the game!! The only thing able to hold him down is an amulet. While Shannon is definitely up there, but she let herself suffer from letting her emotions get the best of her. She could've killed Alyssa in Scenario-2, but she didn't -- she wanted to build up the suspense, let Alyssa know more about her past before Shannon could bring closure to her's. If she was stronger than Bates, she would've killed both Alyssa and Allen when she had that chance. But I believe Shannon went soft; she took the easy way out by committing suicide.
