 Kazuo Kiriyama - Battle Royale.

Or at least the movie version of him anyway. He obviously enjoyed killing his classmates in the movie.
If it was the manga/novel version of him, well just think of Daniella from Haunting ground. With guns.


Imperial Guard - Elder Scrolls IV Oblivion

Hear me out first 'kay! While the heroine is going about trying to solve puzzles to get herself out of this mess, she's going to obviously come across an item that she needs for a certain puzzle.
She second she picks it up, a voice will boom "STOP RIGHT THERE CRIMINAL SCUM" and rants that he's taken the item(s) you've stolen you've to pay the fine with cash or your blood, but lets asume that the heroine doesn't have the money.
Get ready for a long, exhausting and incredibly lulzy chase.

I know I could do better, but thats what I've got so far.
