Which game in the series do you think is the scariest? To me it has to be clock tower (2). But ct3 came close :D

The Reasons Clock Tower And Resident Evil Can't Be Crossed Over:

1. Alyssa would pwn all the zombies.
2. Bobby would probably kill someone. It's his job.
3. Jennifer would solve the puzzles in minutes.
AND
4. Bates owns Wesker and that is that.

Hands down, US Clock Tower (aka Clock Tower 2 in Japan) is the one that got under my skin the most. I first spotted it in a Babbage's for $35 and was enticed by the cover and what the back of the gamebox promised. A week later, I picked it up on a blind buy (after begging my parents to give me the extra money to get it with) because the concept was cool while being completely unaware to how it would be executed so in other words, I was very much vulernable to what the game had in store. The first night I played it, I ended up trapped in the Oslo University building's 1st floor bathroom, scared out of my mind and then Scissorman breaks into the stall and kills me.

I immediately shut off the game and just sat there in awe and fright. When I went to bed that night, I had a pretty creepy dream related to Clock Tower. Eventually I played it the next day (during the daytime which eventually progressed into nighttime) and found myself getting use to it. However, there were still many surprises in store for me whether it was Scissorman coming after me at random or accidentally triggering Scissorman to chase me because I was investigating something.

The game had me on edge and despite I know it inside and out by now, it can still take me by occassional surprise unlike the other installments in the series (well, except maybe Ghosthead/US CT2 but I rarely play that one).

So, without a doubt, my vote goes to to the classic US Clock Tower (aka CT2 Japan). In my mind, this is what a true survival horror video game is made of.

I am judging this by lasting impression of what scared me the most. While I did have my moments with each game. Clock Tower 3 still never fails to make me jump at certain parts. Even when I'm well aware that this would trigger next, I still jump when the Subordinate jumps outta nowhere and go "BOOGAHWA!" or something random. ^^;;

Clock Tower the First Fear has the greeting-most blessed atmosphere. With first through play has it me something overcoming cost it to play. :(

Clock Tower: The First Fear was the most atmospheric and by far the most well written of the three, but Clock Tower USA had more actual scares. While First Fear is by FAR my favorite, it just doesn't scare me the most; CT2 does. CT3 also scares me, but it just starts to wear off. The up-in-your-face-slasher-flick scares don't work over and over when there's no proper build-up to them appearing. And CT: Ghost Head has the best developed characters, but actually has less scare-factor than even First Fear for me. Don't get me wrong, Ghost Head makes me jump at parts, but it's mostly all condensed into the first part with the Samurai and Chisato. Zombies that you can kill over and over with the magical Fire Extinguisher or Broom does not equal scary in the slightest.

I ended up choosing Clock Tower (US), but TFF was pretty damn close. Personally I feared CT2 than TFF because it scared the crap out of me at times when I was a child. But TFF can be pretty equal to that because the situation is more frightening than CT (US). Alone in a mansion, no escape, cant find your friends, traps are set, possible witchcraft, and most of all...a psychopathic 9 year old with a giant pair of scissors who could strike at you anytime anywhere. So yeah, I was pretty close to choosing TFF as scariest game.

Clock Tower (2). First Fear was great, but the 2d style, while unique and awesome, didn't let it reach its max potential. Though most of the CT games were frightening. Not sure what I think of Ghost Head though, never beat it. . .I didn't have much fun with that one. It was a little tedious and a tad corny in my opinion.
